MILITARY USE OF MIND CONTROL WEAPONS

PSYOPS WEAPONRY USED IN THE PERSIAN GULF WAR
For years, rumors have persisted that the United States Department Of Defense has been engaged in research and development of ultra-sophisticated mind- altering technology. Confirmation of this came to me recently in the form of two ITV News Bureau LTD (London) wire service bulletins.[1]
The March 23, 1991 newsbrief, "High Tech Psychological Warfare Arrives In The Middle East", describes a US Psychological Operations (PsyOps) tactic directed against Iraqi troops in Kuwait during Operation Desert Storm. The manoeuvre consisted of a system in which subliminal mind-altering technology was carried on standard radio frequency broadcasts. The March 26, 1991 newsbrief states that among the standard military planning groups in the center of US war planning operations at Riyadh was "an unbelievable and highly classified PsyOps program using 'silent sound techniques'.
The opportunity to use this method occurred when Saddam Hussein's military command-and-control system was destroyed. The Iraqi troops were then forced to use commercial FM radio stations to carry encoded commands, which were broadcast on the 100 MHZ frequency. The US PsyOps team set up it's own portable FM transmitter utilizing the same frequency, in the deserted city of Al Khafji. The US transmitter overpowered the local Iraqi station. Along with patriotic and religious music, PsyOps transmitted "vague, confusing and contradictory military orders and information". Subliminally, a much more powerful technology was at work: a sophisticated electronic system to 'speak' directly to the mind of the listener, to alter and entrain his brainwaves, to manipulate his brain's electroencephalograph ic (EEG) patterns and artificially implant negative emotional states-feelings of fear, anxiety, despair and hopelessness. This subliminal system doesn't just tell a person to feel an emotion, it makes them feel it; it implants that emotion in their minds.[2]
I noticed that the ITV wire service was from outside the United States. Readers of Resonance may recall that in the Electromagnetic Weapons Timeline in issue no. 29, reference is made to the documentary video, Waco, The Big Lie Continues, which contained video footage of 3 EM weapons. This segment of the film was from the British Broadcasting Corporation (BBC). I wondered if there was any significance to this.
At the library I pulled up back issues of my local newspaper for the same time period of the Gulf War to see what the American wire services had said, if anything, about the use of this special PsyOps weapon. There was nothing said about it directly, but three news articles seemed related. In a news release from Associated Press during the same time frame of the Gulf War truce, I read:
"The American pilot who shot down the second Iraqi warplane in 48 hours said Friday that continued Iraqi flights suggested the US warnings were not filtering down to Iraqi pilots... He said he hopes that Saddam gets the message now. 'It's really too bad that these people have to die for their unwillingness to heed our warnings.... What I really think is, they don't communicate down to the people,' he said. 'If they have a communications problem, I suggest they fix it.."[3]
That may have been coincidence but 2 earlier new articles, dated March 1, 1991 apparently have a common origin with the ITV News bulletin. The first article [4] tells us that approximately 100 members of the US 101st Airborne Division, fluent in Arabic, talked the enemy into surrendering. These soldiers rode in the Apache helicopter gunships that were involved in the longest helicopter-borne assualt in history. They told Iraqi troops that they would be slaughtered if they didn't give up.
"They got the point" one soldier is quoted as saying.
This all sounds very unremarkable, except when you read the editor's note: 'The following dispatch was subject to US military censorship." Now why would they want to censor such a mundane tactic, except out of embarrasment that the US Army fighting forces had fallen to the level of a cheer leading squad? ... In which case they would have nixed the thing entirely.
But upon re-reading the article, we may pick out certain key phrases (emphasised in italics): "He (the soldier interviewed) was one of dozens of Arabic speakers that played a key role in the allied ground attack against Iraq, and part of an attempt by the US Army to use finesse, intelligence work and tactics to complement brute strength."
If we fill in the missing blanks with such descriptions as "the megaphone was used to direct psychoacoustic frequencies that engaged the neural networks of the enemy's brain, causing him to think any thought and feel any emotion that the Americans chose to lay on him", then it starts to make sense. And it would no longer seem so surprising that one soldier could talk 450 enemy soldiers into surrendering. The possibilities are there, and, as the next article [5] documents, that is exactly what happened. Iraqi troops gave up en masse.
We quote: "They were surrendering in droves, almost too fast for us keep up with...."; ".....two Iraqi majors, both brigade commanders, who gave up their entire units...."; and "....one of them up to an RPV (remotely piloted vehicle). Here's this guy with his hands up, turning in a circle to give himself up to a model airplane with a camera in it."
Irrational? Not if there was also a voice being beamed into his head from that little flying toy, saying, "Give up, give up!" Otherwise, how do we account for the editor's note at the beginning of the article: "The following is based on pool dispatches that were subject to military censorship." Without that note, we could simply think that the Iraqi soldiers were cowards or crazy, but why censor that idea?
MIND CONTROL WITH SILENT SOUNDS
The mind altering mechanism is based on a subliminal carrier technology: the Silent Sound Spread Spectrum (SSSS), sometimes called "S-quad" or "Squad". It was developed by Dr Oliver Lowery of Norcross GA, and is described in US Patent #5,159,703, "Silent Subliminal Presentation System", dated October 27, 1992. The abstract for the patent reads:
"A silent communications system in which nonaural carriers, in the very low or very high audio frequency range or in the adjacent ultra sonic frequency spectrum are amplitude or frequency modulated with the desired intelligence and propagated acoustically or vibrationally, for inducement into the brain, typically through the use of loudspeakers, earphones, or piezoelectric transducers. The modulated carriers may be transmitted directly in real time or may be conveniently recorded and stored on mechanical, magnetic, or optical media for delayed or repeated transmission to the listener."
According to literature by Silent Sounds, Inc., it is now possible, using supercomputers, to analyze human emotion EEG patterns and replicate them, then store these "emotional signature clusters" on another computer and, at will, "silently induce and change the emotional state in a human being".
Silent Sounds, Inc. states that it is interested only in positive emotions, but the military is not so limited. That this is a US Department of Defense project is obvious.
Edward Tilton, President of Silent Sounds, Inc., says this about S-Quad in a letter dated December 13, 1996:
"All schematics, however, have been classified by the US Government and we are not allowed to reveal the exact details..... ....... we make tapes and cd's for the German government, even the former Soviet Union countries! All with the permission of the US State Department, of course... The system was used throughout Operation Desert Storm (Iraq) quite successfully."
The graphic illustration, "Induced Alpha to Theta Biofeedback Cluster Movement", which accompanies the literature, is labeled #AB 116-394-95 UNCLASSIFIED" and is an output from "The worlds most versatile and most sensitive electroencephalogram (EEG) machine". It has a gain capability of 200,000, as compared to other EEG machines in use which have gain capability of approximately 50,000. It is software driven by the 'fastest of computers' using a noise nulling technology similar to that used by nuclear submarines for detecting small objects underwater at extreme ranges. [6]
The purpose of all this high technology is to plot and display a moving cluster of periodic brainwave signals. The illustration shows an EEG display from a single individual, taken of left and right hemispheres simutaneously. Ile readout from the two sides of the brain appear to be quite different, but in fact are the same (discounting normal left right brain variations).
CLONING THE EMOTIONS
By using these computer enhanced EEG's, scientists can identify and isolate the brain's low-amplitude "emotional signature clusters", synthesise them and store them on another computer. In other words, by studying the subtle characteristic brainwave patterns that occur when a subject experiances a particular emotion, scientists have been able to identify the concomitant brainwave patterns and can now duplicate it. "These clusters are then placed on the Silent Sound [TM] carrier frequencies and will silently trigger the occurrence of the same basic emotion in another human being!"
SYSTEM DELIVERY AND APPLICATIONS
There is a lot more involved than a simple subliminal sound system. There are numerous patented technologies which can be piggybacked individually or collectively unto a carrier frequency to elicit all kinds of effects.
There appear to be two methods of delivery with the system. One is direct microwave induction into the brain of the subject, limited to short range operations. The other, as described above, utilizes ordinary radio and television carrier frequencies.
Far from necessarily being used as a weapon against a person, the system does have limitless positive applications. However, the fact that the sounds are subliminal makes them virtually undetectable and possibly dangerous to the general public.
In more conventional use, the Silent Sound Subliminal System might utilize voice commands, e.g., as an adjunct to security systems. Beneath the musical broadcast that you hear in stores and shopping malls may be a hidden message which extorts against shop lifting. And while voice commands alone are powerful, when the subliminal presentation system carries cloned emotional signatures, the result is overwhelming.
Free-market uses for this technology are the common self-help tapes: positive affirmation, relaxation and meditation tapes; as well as methods to increase learning capabilities. In a medical context, these systems can be used to great advantage to treat psychiatric and psychosomatic problems. As a system remediating the profoundly deaf, it is unequaled. (Promises, promises. This is the most common positive use touted for this technology over the past 30 years. But the deaf are still deaf, and the military now has a weapon to use on unsuspecting people with perfectly normal hearing.)
OFFICIAL DENIALS
In fact, the US Government has denied or refused to comment on mind altering weapons for years. Only last year, US News And World Report ran an article titled "Wonder Weapons" basically a review of the new so-called 'non-lethal' or 'less-than-lethal' weapons.' Not olne word about S-Quad, although the technology had been used six years earlier! Excerpts from the article read:
"Says Charles Bernard, a former Navy weapons-research director: 'I have yet to see one of these ray gun things that actually work-"; and
DARPA (Defense Advanced Research Projects Agency) has come to us every few years to see if there ways to incapacitate the central nervous system remotely,' Dr F Terry Hambrecht, head of the neural Prostheses program at NIH, told US News, 'but nothing has ever come of it,' he said. 'That is too science fiction and far fetched."
It may sound 'science fiction and far-fetched" but it is not. However that is just what the powers-that-be want you to believe, so as to leave them in their relentless pursuit of.....what?
The idea behind non-lethal weapons is to incapacitate the enemy without actually killing them, or, in the case of riot control or hostage situations, to disable the participants without permanent injury, preferably without their knowing it. The electromagnetic mind altering technologies would all fall into this class of weapons, but since they are all officially non-existent, who is to decide when and where they will be used?
And why should selected companies in the entertainment industry reportedly be allowed access to this technology when the very fact of it's existence is denied to the general public?
As recently as last month [February], this stonewall approach of total denial or silence on the subject still held fast, even toward committees of the US Congress!
The Joint Economics Committee, chaired by Jim Saxton (R-NJ), convened on February 25, 1998 for the "Hearing on Radio Frequency Weapons and Proliferation: Potential Impact on the Economy". Invited testimony included statements by several authorities from the military:
Dr Alan Kehs of the US Army Laboratories, discussed the overall RF threat.
Mr James O'Bryon, Deputy Director of Operational Testing and director live fire testing for the Office of Secretary of Defense at the Pentagon, discussed the role of Live Fire Testing and how it plays a role in testing military equipment with RF weapons.
Mr David Schriner, Principal Engineer of Directed Energy Studies with Electronic Warfare Associates and recently retired as an engineer with naval weapons testing facility, talked about the difficulty in building an RF weapon and about the terrorist threat.
Dr Ira Merritt, Chief of Concepts Identification and Applications Analysis Division, Advanced Technology Directorate, Missile Defense and Space Technology Center, Huntsville Alabama, discussed the proliferation of RF weapons primarily from the former Soviet Union.
Although these statements gave information of technical interest, they are perhaps more important for the information they did not give: information on the existence of radio frequency weapons that directly affect the human brain and nervous system.
KGB PSYCHOTRONICS
This technology did not spring up overnight. It has a long history of development and denials of development -by the US government and probably half of the other governments of the world as well.
We know that the former Soviet Union was actively engaged in this type of research. In a previous article we reported that during the 1970's the Soviet KGB developed a Psychotronic Influence System (PIS) that was used to turn soldiers into programmable 'human weapons'. The system employed a combination of high frequency radio waves and hypnosis. The PIS project was begun in response to a similar training scheme launched in the US by President Carter, according to Yuri Malin, former security adviser to USSR President Gorbachev. [8]
In my Electromagnetic Weapons Timeline [9] I covered a period of 60 years of interest and development in EM weapons-information gathered from the many articles and news clippings sent in by readers of Resonance. In my article on synthetic telepathy [10] I traced the development of the 'voice in your head' technology dating back to 1961, all my references coming from the open scientific literature.
POWER OF THE MILITARY-INDUSTRIAL COMPLEX
Jan Wieseman has written an apt description of the situation which now exists in the United States, about the 'forces that be' and how the situation came about:
"During the Cold War the United States not only engaged in a relatively open nuclear arms race with the Soviet Union, but also engaged in a secret race developing unconventional weapons. As the intelligence agencies (which prior to the Second World War had merely played a supporting role within the government) continued to increase their power, so did the funds spent on developing techniques designed to outsmart each other."
"And as the US intelligence community began to grow, a secret culture sprang about which enabled the intelligence players to implement the various developed techniques to cleverly circumvent the democratic processes and institutions...."
"Like many other democracies, the US Government is made up of two basic parts the elected constituency, i.e., the various governors, judges, congressman and the president; and the unelected bureaucracies, as represented by the numerous federal agencies."
"In a well balanced and correctly functioning democracy, the elected part of the government is in charge of it's unelected bureaucratic part, giving the people a real voice in the agenda set by thier government."
"While a significant part of the US Government no doubt follows this democratic principle, a considerable portion of the US Government opertaes in complete secrecy and follows it's own unaccountable agenda which, unacknowledged, very often is quite different from the public agenda." [11]
Jan goes on to quote one of the United States most popular war heroes: Dwight D Eisenhower, who served as Supreme Commander of Allied Forces during World War II and was later elected 34th President of the United States. In his farewell address to the nation in 1961 Eisenhower warned: (of the Military Industrial Complex)

INTERNATIONAL CONCERNS OVER NEW WEAPONS
The United Nations was established in 1945 with the aim of "saving succeeding generations from the scourge of war". In 1975 the General Assembly considered a draft first proposed by the Soviet Union: "Prohibition of the Development and Manufacture of New Types of Weapons of Mass Destruction and New Systems of Such Weapons".
In 1979 the Soviet Union added a list of some types of potential weapons of mass destruction:
1) Radiological weapons (using radioactive materials) which could produce harmful effects similar to those of a nuclear explosion;
2) Particle beam weapons, based on charged or neutral particles, to affect biological targets;
3) Infrasonic accoustic radiation weapons;
4) Electromagnetic weapons operating at certain radio-frequency radiations which could have injurious effects on human organs. [12]
In response, the US and other Western nations stalled. They gave a long convoluted reason, but the result was the same.
In an article entitled "Non-Lethal Weapons May Violate Treaties", [13] the author notes that the Certain Conventional Weapons Convention [14] covers many of the non-conventional weapons- "those that utilize infrasound or electromagnetic energy (including lasers, microwave or radio frequency radiation, or visible light pulsed at brainwave frequency) for their efforts".
Harland Girard, Managing Director of the International Committee Against Offensive Microwave Weapons, told me he believes the strategy behind the government's recent push for less-than-lethal weapons is a subterfuge. The ones that are now getting all the publicity are put up for scrutiny to get the public's approval. The electromagnetic mind-altering technologies are not mentioned, but would be brought in later under the umbrella of less-than-lethal weapons.
These weapons were recently transferred from the Department of Defense over to the Department of Justice. Why? Because there are several international treaties that specifically limit or exclude weapons of this nature from being used in international warfare.
In other words, weapons that are barred from use against our countries worst enemies (notwithstanding the fact that the US did use this weapon against Iraqi troops) can now be used against our own citizens by the local police departments, against such groups as peaceful protester's of US nuclear policies.
TOWARDS GLOBAL MIND CONTROL
The secrecy involved in the development of the electromagnetic mind-altering technology reflects the tremendous power that is inherent in it. To put it bluntly, whoever controls this technology can control the minds of men-all men.
There is evidence that the US Government has plans to extend the range of this technology to envelop all peoples, all countries. This can be accomplished, is being accomplished by utilizing the nearly complete HAARP project [15,16] for the overseas areas and the GWEN network now in place in the US. The US Government denies all this.
Dr Michael Persinger is a Professor of Psychology and Neuroscience at Laurentian University, Ontario, Canada. You have met him before in the pages of Resonance where we reported on his findings that strong electromagnetic fields can affect a persons brain.
"Temporal lobe stimulation," he said, "Can evoke the feeling of a presence, disorientation, and perceptual irregularities. It can activate images stored in the subject's memory, including nightmares and monsters that are normally suppressed". [17]
Dr Persinger wrote an articlea few years ago, tilted "On the Possibility of Directly Accessing Every Human Brain by Electromagnetic Induction of Fundamental Algorithms". [18] The abstract reads:
"Contemporary neuroscience suggests the existence of fundamental algorithms by which all sensory transduction is translated into an intrinsic, brain specific code. Direct stimulation of these codes within the human temporal or limbic cortices by applied electromagnetic patterns may require energy levels which are within the range of both geomagnetic activity and contemporary communications networks. A process which is coupled to the narrow band of brain temperature could allow all normal human brains to be, affected by a subharmonic whose frequency range at about 10HZ would only vary by 0.1HZ."
He concludes the article with this:
"Within the last two decades a potential has emerged which was improbable, but which is now marginally feasible. This potential is the technical capability to influence directly the major portion of the approximately six billion brains of the human species, without mediation through classical sensory modalities, by generating neural information within a physical medium within which all members of the species are immersed."
"The historical emergence of such possibilities, which have ranged from gunpowder to atomic fission, have resulted in major changes in the social evolution that occurred inordinately quickly after the implementation. Reduction of the risk of the inappropriate application of these technologies requires the continued and open discussion of their realistic feasibility and implications within the scientific and public domain."
It doesn't get any plainer than that. And we do not have open discussion because the US Government has totally denied the existence of this technology.

Military Use Of Ultrasonic Brainwave Clusters

HIGH TECH PSYCHOLOGICAL WARFARE IN THE MIDDLE EAST DHAHRAN, SAUDI ARABIA
(March 23)--Sources in Dhahran today revealed what might have been the true reason for the seemingly illogical and apparently suicidal attack by Iraqi troops on the deserted city of Al-Khafji, located 12 miles south of the Kuwaiti border. The report indicates that the top priority objective of the Iraqi strike across the border was a successful attempt to destroy a small, portable FM radio station that had been installed on the roof of the tallest building in the town of Al-Khafji by the US Defense Departments PsyOps Branch.
With the destruction of Saddam Hussein's military command and control system, communications with Iraqi troops in Kuwait are now largely carried out in a very primitive manner by utilizing Iraq's commercial FM radio stations located in the small Iraqi towns adjacent to Kuwait's western border. Military orders are encoded then transmitted by Baghdad's military FM radio station YIHS. These signals are recieved then re-broadcast, in turn, by designated FM stations located between Baghdad and the Kuwaiti border until the programming arrives at the designated 'control' station of the day which then broadcasts directly to the troops in Kuwait on exactly 100.00 MHZ (megahertz), which is continually monitored by all.
In order to nullify this Iraqi military line of communication (LOC), the US PsyOps organization attached to the US Central Command in Dhahran installed a portable FM broadcast transmitter, a gasoline-electric generator and a continuous tape recording system on top of the tallest building in the deserted city of Al-Khafji. The station transmitted on the 100.00 MHZ and it's power output was adjusted to cover up the transmission of the Iraqi station operating on exactly the same frequency.
The clandestine station programming consisted of patriotic and religious music and intentionally vague, confusing and contradictory military orders and information to the Iraqi soldiers in the Kuwaiti Theater Of Command (KTC). The size and power of enemy forces was always intentionally exaggerated. Surrender was encouraged.
ACCORDING TO STATENENTS MADE BY CAPTURED AND DESERTING IRAQI SOLDIERS, HOWEVER, THE MOST DEVASTATING AND DEMORALIZING PROGRAMMING WAS THE FIRST KNOWN MILITARY USE OF THE NEW HIGH TECH TYPE OF SUBLIMINAL MESSAGES REFFERED TO AS ULTRA-HIGH-FREQUENCY 'SILENT SOUNDS' OR 'SILENT SUBLIMINALS'. (see Newsweek, July 30, 1990, page 61.)
ALTHOUGH COMPLETELY SILENT TO THE HUMAN EAR, THE NEGATIVE VOICE MESSAGES PLACED ON THE TAPES ALONGSIDE THE AUDIBLE PROGRAMMING BY PSYOPS PSYCHOLOGISTS WERE CLEARLY PERCIEVED BY THE SUB CONSCIOUS MINDS OF THE IRAQI SOLDIERS AND THE SILENT MESSAGES COMPLETELY DEMORALIZED THEM AND INSTILLED A PERPETUAL FEELING OF FEAR AND HOPELESSNESS IN THIER MINDS. IT WAS NECESSARY FOR THE IRAQI TANK COMMANDERS OR ANOTHER CREW MEMBER TO LISTEN TO THE FM STATION 24 HRS EACH DAY FOR QUICKLY CHANGING DEPLOYMENT ORDERS. THEY WERE BEING EXPOSED TO THE 'SILENT SOUNDS' DURING THE SAME LISTENING PERIODS.
The same Dhahran source indicates that the Al-Khafji station has now been repaired and is now back in full operation.
Riyadh, Saudi Arabia
(March 26)--Around Riyadh, the uninitiated called it the 'Black Hole'. A large but dingy basement storage room at the headquarters of the Royal Saudi Air Force has been turned over to the American Air Force, and it was so secret that even officers with top security clearance couldn't get inside. Within the space allotted him, Brig Gen Buster C Glosson built a maze of small offices in order to plot the air war against Iraq.
In one set of cubicles, officers pondered how to eliminate Saddam Hussein's nuclear weapons, his chemical and biological plants, and his missile production factories. In a second, they concentrated on the Republican Guard, it's artillery and tanks dug in along Iraq's border with Kuwait. In the third, they planned and implemented an unbelievable and highly classified PsyOps program utilizing 'silent sound' techniques. In a fourth, they studied targets of opportunity in Kuwait itself.
From throughout the American military, Glosson recruited intelligence officers to scout the enemy, logistics people to match weapons to objectives, "fraggers" to pick the final targets. Everyone was sworn to secrecy; they worked with laptop computers on a special system that could not be tapped into by anyone else, however high ranking, in the allied central command. Glosson ordered a large sign hung on one wall, lettered by computer printout. It read: The Way Home Is Through Baghdad.
In places like 'Black Hole', the secret history of the war was played out during the seven anxious months that began last August. The final victory sprang out of the details--and the only now, in the afterglow of success, are the details beginning to emerge. President Bush, his top military brass and his field commanders kept the war planning so closely guarded that almost no one, even senior military officers, knows the full scope of what they accomplished.
With much the same skill that they displayed in established air superiority over the battlefield, they established a different sort of supremacy over the media, hiding the risks they took, the mistakes they made and the successful steps they took to overcome them.
In retrospect, the steady beat of coalition successes made the victory over Saddam Hussein look almost easy. The untold history of the war, however, is a chronicle of tight spots and alarming surprises, of stratagems devised to outwit a foe who was consistently given more credit for more strength and more determination than he ultimately displayed. "Special Operations" spies sneak into Iraq and Kuwait, darting around the desert in dune buggies at night, helping to locate Scud batteries and other targets, even filching electronics from Iraqi anti aircraft sites for study by coalition experts in Riyadh. The allied air command.

A faraday cage is an enclosure, room or entire building (like the NSA building at Ft Meade), encased in metal and then grounded to earth. It prevents electromagnetic waves from entering or leaving.
I am not a journalist. I am a victim of illegal surveillence in the United States of America. It has been going on for at least 7 years. Several times I have referenced a portion of the Emile de Antonio documentary “In The Year Of The Pig”. I think it’s a textbook example of how advanced wireless communications, surveillance (including synthetic telepathy) and mind control can be used to manipulate people and entire societies to achieve an objective. At 1:26 they show Harry S Ashmore who was chairman of The Institute For The Study Of Democratic Institutions and describes a chain of events that resulted in the continuation of the Vietnam War for another 3 years.
The following is a transcript typed by me.
Harry Ashmore: What I think we’ve come to and what I think the tragedy of Vietnam clearly demonstrates is that we now find ourselves in a world in which the arrangements of power cannot yet be ignored but in which the instruments of power no longer work. If this lesson has been taught us in Vietnam then the stubborn little guerrillas out there that sawed off the American giant at the knees and brought him down almost like David vs Goliath would have done a great service not only to thier own cause whatever one may think about it but perhaps to the cause of world peace and perhaps most particularly to the colossus himself. Maybe we needed to be brought up short. Maybe what we’ve been doing in Vietnam all along is an exercise in what Sen Fulbright has called the arrogance of power.

Harry Ashmore: We were asked by the State Dept to prepare a letter and send it to Ho Chi Minh through a channel which had been opened and was available to us and we were certain would be delivered to him. It was a very conciliatory letter written in the State Dept in consultation word by word with Sec Bundy Sec Katzenbach and others in which we spoke on behalf, and this was the actual phraseology, on behalf of officials high up in the State Dept.

Harry Ashmore: We had an extended interview of almost 2 hours with Ho Chi Minh and it was perfectly clear in the course of that interview that Ho Chi Minh was delivering to us certain information he expected us to deliver back to the State Dept.

Harry Ashmore: He was unyielding on the point that the bombing had to halt before his negotiators would enter into any kind of substantive discussion. But I think he was trying to make the point, and making it repeatedly, that after that the agenda was open.

Harry Ashmore: We discovered sometime later when the correspondence was made public by Hanoi that 4 days before our letter could have arrived in Hanoi, a letter arrived there sent over Pres Johnsons signature which was a very hard line letter indeed which re-stated all the previous conditions regarding cessation of bombing and even added some new ones, and which was in our judgement intended to do what it did do which was to break off any possibility of negotiations at that time. This letter we subsequently learned had been written 2 days before ours was written in conjunction with the State Dept. We found to our surprise and shock I might say that Harriman was already saying that he proposed to negotiate the settlement by suggesting that there had to be some reciprocal military action in return for the final cessation of the bombing. In other words, the same point that Johnson was had been standing on before he made the speech of March 31. It was almost as though Harriman turned off his hearing aid when we told him that this would not work this was not the understanding the North Vietnamese had and they would certainly repudiate it, if they attempted to take that position at the bargaining table. And this of course is what did happen at Paris.

Harry Ashmore: The general impression that I came away with and I think I speak for my colleague, Bill Baggs, was that we were dealing with the State Dept on the basis of what we’ve come to call Fulbrights law, never trust the State Dept.

Harry Ashmore: The niceties of the argument about whether there be 2 Vietnams or one Vietnam seemed quite inconsequential when you’re talking to Ho Chi Minh it would seem incredible that Ho Chi Minh does not speak for most of the Vietnamese not all but most and the idea that there could be some arbitrary geographic dividing line that would cut off his influence has been proved an absurdity by the vigor and determination of the National Liberation Front that fights in his name in the south.
My Commentary
It does not say what year this took place in. I believe that Pres Johnson understood the ‘problem’ eventually because of the USS Liberty incident. I think the USS Liberty was an ‘Aleister Crowley’ and Johnson was responsible. An ‘Aleister Crowley’ is an attempt to use the media without their knowledge and leave a historical record. It’s almost pathetic that this is what the vast majority must do to be heard but I think it’s true. That incident took place in June 1967. Johnson left office in 1969 and the war didn’t end until 1972 so it was extended at least 3 years.
When he says ‘arrangements of power’ I think he is talking about elected governments. So someone, or thing, is intercepting communications and running things the way they want. Paul Mus was a French citizen who helped end the French part of the Vietnam War by parachuting into Vietnam to speak to Ho Chi Minh face to face. Why is this necessary? Mus died in 1969. He spent the last 10 years of his life teaching Buddhism at Cornell University in Ithaca NY.
Rudolph Hess was a German Nazi. He was second in line behind Herman Goring to succeed Hitler. In 1941 he flew alone over England and parachuted to try to negotiate with the Allies. This was before America was involved. Hess was arrested and held until the end of the war. He was tried at Nuremberg and sentenced to life in prison. He was sent to Spandau prison. Spandau prison held everyone who was convicted at Nuremberg. He died in 1987. He was the only prisoner from 1966 to 1987. After he died the prison was torn down. The last warden of Spandau wrote a book about him.
Albert Speer was Hitlers architect. He was also sent to Spandau after the war. He was released in 1966. He then wrote books. “Inside The Third Reich”, “Spandau: The Secret Diaries” and “Infiltrator”. He died in 1981.

Tuesday April 24 2018 – Stayed home all day. Read, watched movies. ‘The Hobbit’ and ‘Lord Of The Rings’ by J R R Tolkien. ‘The Hobbit’ is obviously about a rolling stone. The full title is ‘The Hobbit An Unexplained Journey’. The Hobbit, Bilbo Baggins, ends up with a ring that allows for total power. The ‘ring’ is symbolism that comes up a lot. Richard Wagner wrote operas about the ring. There is a documentary on the internet titled “Ring Of Power”. It’s six hours long and goes into the idea that Jesus learned his theology in Tibet. Wagner knew Frederich Nieszche. Room mate came home in the middle of the night and left before 7 AM. Vinfen lost Quincy area contract but I will be staying here for a while. South Shore Mental Health is now the provider.

Drugs And The Cult Of Dionysus
I recently watched ‘Alexander’ by Oliver Stone. Alexander was a Greek who conquered the known world about 300 years before Christ. The Greeks and Persians were perenial enemies in the ancient world. Alexander wanted to end Persian domination. Persia is between Greece and India. After Alexander conquered Persia he continued to India. The movie portrays the Hindus as ‘monkeys’ and ugly. As Alexander got into India he and his men were stopped by bad wine and water. They got sicker and sicker until they mutinyed. Alexander died before returning to Greece. Until the second half of the 19th century most Europeans believed thier culture was based on Greece. They began to realize it’s true origins were in the Far East. Some people have written books saying Jesus spent some time in the Far East before beginning his ministry. What these people were really trying to say is Jesus learned the Chickenshit system for holding power. (Cult of Dionysus) They later used it to stop Kubla Khan and the Mongol Empire before it reached Europe. Dionysus is the Greek god of wine. Another thing Jesus learned was ‘Rolling Stones’. In Bhuddhist culture ‘rolling stones’ are ‘yogi’s’ trying to achieve nirvana. In Christianity it’s redemtion. Hinduism is the oldest religion still practiced today. Buddhism is second then Christianity. Jesus must have learned his trade from them. Where they got it anyone knows. Ancient Egypt maybe.

Saturday April 21 2018 – ND – Went to Turner Library in Crawford Square about 10 AM. Took care of some things on internet. Went to South Shore Plaza about 11 AM. Got a coffee, walked around. Left about 12 PM. Or at least I tried. I waited an hour for the bus. ‘Waiting For The Bus’ ZZTop. Phone still screwed up. It’s encrypted and I didn’t do it. For reasons I won’t get into ‘the enemy’ wants all my devices encrypted. Actually I don’t know the reasons and I only suspect who’s behind it. I may have been sent back to Randolph because there is no internet. I haven’t encrypted the hard drive on my new PC. So they wanted me off the internet. Among other reasons probably. I figure everybody knows everything anyway so who cares about security. If it’s encrypted only the people with the code can see information. ???? I had put TPM’s in both my computers but I gave up trying to secure it. The laptop I’m not sure about. My tablets are hopeless. Room mate not home all day. Haven’t seen in a number of days.

Last week I watched the movie ‘Faust’ by F W Murnau. It is a silent movie made in 1926 with English subtitles. It is based on the book by Johann Wolfgang von Goethe published in two parts about the years 1800 to 1835. Von Goethe did not invent the character. According to the Encyclopedia Britanica ‘Faust’ is a character that began to appear about the same time as the Protestant Reformation in 1520. The first published book was in 1587. He may have been a real person. He may have been known to Martin Luther who led the Reformation. Faust is described as a magician like Merlin in the Aurtherian legends, or a necromancer and alchemist. A necromancer is someone who conjures the spirits of the dead to forsee the future. An alchemist is someone who tries to turn base metal into gold. Past Fausts include Nostradamus and Roger Bacon. In the past I have said I think that the book ‘Alice In Wonderland’ is based on a real phenomena. At the very end of the book ‘The Knave Of Hearts’ is put on trial. I think he is Faust. Faust is the male equivalent of ‘Alice’. Anyone who died broke, alone, childless and unmarried is a Faust. True life Fausts include Edgar Allen Poe and Frederich Niezchte. Possibly Hitler and Napolean although Napolean had children. A ‘Faust’ is someone trying to live outside of the church. The church is trying to teach them, and everyone else a lesson. A ‘Scarecrow’.

Thursday April 19 2018 -ND – Raining. Went to Crawford Square about 9 AM. Took care of a couple things on the internet at library. Took out a couple movies. Went to CVS. Got home about 2 PM. Watched Goodwill Hunting. It was set in Boston about 1997. Has all your favorite symbolisms. Minnie Driver is Alice. Matt Damon ‘the mark’. At the end his friends give him a Chevy Nova. The first 2 cars I owned were Chevy Nova’s. ???? I appeared once in South Boston District Court in 1992. I was the plaintiff. Had my car stolen and it was left in South Boston missing the radio. (radio ????) Robin Williams committed suicide while I was in Bridgewater in 2014. ????? I really like the NSA scene where Damon goes off on the interviewer. He’s a real smart ass punk in the movie. Supposedly he’s covering up the pain of his childhood. Ain’t happenin to me. My problem is external. I suffer a terminal case of the human race. I think everyone I worked with over the years knew this and never said anything. They gave me the medication even though they knew it wasn’t helping. In the end I wound up as sick as when I started. If not worse. The medication turned into the problem. Can’t cure what other people are doing to you if you don’t know about it. Now it’s too late. Only so much you can do to a person. Only so much time you can steal. All I got left is getting even. Should have done a little more to advertise your presence. "I can’t believe in the things,....that don’t believe in me....."

On April 2 2018 I proposed an invention that would boost the power coming from a transformer. (see below) I have no idea if this works but I have been thinking some about it. The purpose would be to reduce the cost of a solar installation. If you could boost the power with a few electronic parts you would need fewer solar panels. Solar panels can be expensive.
The idea is to use the natural magnetism of ordinary bar magnets to get more power out of a transformer than you put in. The magnets could be placed on the iron, or ferrite, to add it’s flux to that being generated by the coils. I figure there are a few ways to see if this works. A single coil like an autotransformer, two coils wound together like any transformer or two coils separated but placed near each other. The primary would be oscillated at the mechanical resonant frequency. It would have a current limiting resistor on the primary. You would have to make sure you give whatever extra current produced in the coil a path to ground or put the load on the primary. (autotransformer)

This is some thoughts on religion. I know, for the most part, it’s not the people who walk in the door on Sunday or Saturday or Friday night, or the people waiting for them inside or whatever book they use, it’s the people who run the religion and the people they prop up in power. Religion does become a problem when the people take it too literally. They abandon reason and common sense. Religion is very important for a lot of people. It’s a source of comfort and social contact. It’s a real tragedy the people at the top use this against them. I think the Protestant Reformation, as revolution, was a failure. You can’t fight an institution that says it’s religious, but is not religious with religion. You end up Don Quixote charging at windmills.
As I walk around Eastern Massachusetts I notice that many Protestant churches are in a state of disrepair but the Catholic churches are all new. Almost every Catholic church has a school attached to it. Usually a grade school. I think if the Protestant church wants to survive it has to do the same. I think each church should buy the building next door, or build one, and fill it with some sort of social service. A rooming house would be a good idea. The YMCA used to provide rooms, but they don’t anymore. I wonder why. Is it part of ‘the plan’? Or maybe a food pantry. A school. This could be a use for setting up a bank. (see last couple posts)
I have been working at my computer the last couple days. I have been completely alone at the same time. I know no one has been in my computer. I do not have an internet connection. I built the computer I work at. When I built it I made sure the motherboard did not have WiFi. I wanted that to be an option I could shut off if I wanted to. I built the computer in an aluminum case. Any desktop PC is earth grounded through the power cord. If the case is aluminum it will always be a Faraday cage. This is supposed to keep out people who snoop from who-knows-where. Remember that movie with Drew Barrymore sitting at a TV and she says “They’re here!!!”. In the past couple days I have gotton update notices from a couple of the programs I have been using. Despite the fact I’m not on the internet. ??? The ‘right-click’ on my mouse stopped working when I clicked on one of them to close it. !!!! “We’re Here!!! Whats one definition of insanity? Doing the same thing over and over and expecting the same result. If they are accessing the computer it must be through one of the USB wired devices. I never use anything Bluetooth for the same reason I didn’t want a motherboard with WiFi. Keep pig vomit out of my computer. I think it’s possible the earth ground in this building is disconnected. (see earlier posts) My uninterupted power supplies show a light that says “building wiring fault”. So that’s a possibility. If you are trying to fight back you have to work in a Faraday cage. Or if it’s an apartment line the walls with EMI absorbent. The guy a couple doors down did his roof a few days ago. He should have put a metal roof on it.

This is a couple ideas to stop military vehicles. Any engine that burns fossil fuels needs an air intake with a filter. Fossil fuels must have oxygen to maintain combustion. Tanks, trains, trucks, automobiles, helicopters etc. The idea is to come up with a chemical that when it burns creates a smoke that will choke the air filter and shut down the engine. Maybe something could be rigged up with used motor oil. Combine motor oil with potash or something and a detonator. It could be deployed as a mine or a flare. When a tank runs over it the smoke goes off. If you attached it to a magnet and shot it at a moving train engine it would carry it until the filter is clogged.
Most vehicles have both advanced electronics and basic electrical components that could be destroyed with a pulse of EMI. Most engines have an alternator to generate electricity for the spark plugs. An alternator is a coil. Tanks have electric motors to move the turret and other things. You could rig a large super capacitor to a high wattage pulse generator and deploy as a mine. When the tank runs over it, it goes off and destroys the motors.
All internal combustion engines produce heat and must be continuously cooled. Automobiles have a radiator in the front. The radiator holds a water and anti-freeze mixture that is pumped through the engine to remove heat. If the radiator shuts down, or loses it’s coolant, the engine will overheat and seize. Radiators are almost always made of a light weight metal and are very thin to promote heat transfer They can be punctured very easily. Pellet/BB guns can be bought pretty much anywhere and are powerful enough to puncture a radiator from a reasonable distance. They are virtually silent since they are an air rifle. If a military vehicle is left running but not guarded someone could puncture the radiator from a distance without detection. The engine would slowly overheat.

My radio has been reporting that one of Donald Trumps laywers had his office ransacked by the FBI. He met last night with Allen Dershowitz ??? from Harvard University. I have a tendency to read things that may not be there. (keep reading) I spent most of the summer of 2016 looking for a lawyer. At the time I was going to Quincy Center every day during the week. The second I got there I took off and went to Quincy Center looking for lawyers offices. I went to every lawyer’s office I could find. I began to suspect that ‘they’ (the not so famous they them of folklore and folk song) were way ahead of me scaring off any one who might help. Lawyers can’t solicit ??. They can advertise but they can’t actively go looking for work. Lets say I found someone who would help. Why wouldn’t the lawyer be hearing voices? Or maybe the judge? Or witnesses? Maybe the lawyer tries to use the phones and internet for info. There’s a DUH,,,HUH. You would have to have all contact in person. And this goes for everyone involved. Thursday April 5 2018 – 9 PM – Stayed home all day. Watched movies. Tried to fix bed and chair but didn’t get any where. Somebody came to fix gate on fence but they didn’t have a key to mail box. Room mate not home all day.
Friday April 6 2018 – ND – Room mate not home all day. Went to library early. Then to South Shore Plaza. Arrived about 12 PM. Had lunch. Was back about 5 PM. Managed to get mail by asking mailman while he was filling it. Haven’t seen Vinfen worker.
Saturday April 7 2018 – ND – Stayed home all day. Re-arranging room. Haven’t seen or heard from Vinfen worker. Room mate not home all day. No rent agreement.
Sunday April 8 2018 – 5:30 PM – Stayed home all day. Room mate came by briefly. Said didn’t have a rent agreement either. ??? Only been here since February. ??? New room mate on way???? Re-arranged room a little. Got jacked on coffee. HA HA HA “My voice inside your head ……making you fuckin crazy…….” Better you and me than just me. Some one edited my diary while I was out. This is something I recently found on my hard drive. I downloaded it a long time ago from raven1.net. I don't know who owns raven1.net. It's 2 articles about 'silent sound'. MILITARY USE OF MIND CONTROL WEAPONS

PSYOPS WEAPONRY USED IN THE PERSIAN GULF WAR
For years, rumors have persisted that the United States Department Of Defense has been engaged in research and development of ultra-sophisticated mind- altering technology. Confirmation of this came to me recently in the form of two ITV News Bureau LTD (London) wire service bulletins.[1]
The March 23, 1991 newsbrief, "High Tech Psychological Warfare Arrives In The Middle East", describes a US Psychological Operations (PsyOps) tactic directed against Iraqi troops in Kuwait during Operation Desert Storm. The manoeuvre consisted of a system in which subliminal mind-altering technology was carried on standard radio frequency broadcasts. The March 26, 1991 newsbrief states that among the standard military planning groups in the center of US war planning operations at Riyadh was "an unbelievable and highly classified PsyOps program using 'silent sound techniques'.
The opportunity to use this method occurred when Saddam Hussein's military command-and-control system was destroyed. The Iraqi troops were then forced to use commercial FM radio stations to carry encoded commands, which were broadcast on the 100 MHZ frequency. The US PsyOps team set up it's own portable FM transmitter utilizing the same frequency, in the deserted city of Al Khafji. The US transmitter overpowered the local Iraqi station. Along with patriotic and religious music, PsyOps transmitted "vague, confusing and contradictory military orders and information". Subliminally, a much more powerful technology was at work: a sophisticated electronic system to 'speak' directly to the mind of the listener, to alter and entrain his brainwaves, to manipulate his brain's electroencephalograph ic (EEG) patterns and artificially implant negative emotional states-feelings of fear, anxiety, despair and hopelessness. This subliminal system doesn't just tell a person to feel an emotion, it makes them feel it; it implants that emotion in their minds.[2]
I noticed that the ITV wire service was from outside the United States. Readers of Resonance may recall that in the Electromagnetic Weapons Timeline in issue no. 29, reference is made to the documentary video, Waco, The Big Lie Continues, which contained video footage of 3 EM weapons. This segment of the film was from the British Broadcasting Corporation (BBC). I wondered if there was any significance to this.
At the library I pulled up back issues of my local newspaper for the same time period of the Gulf War to see what the American wire services had said, if anything, about the use of this special PsyOps weapon. There was nothing said about it directly, but three news articles seemed related. In a news release from Associated Press during the same time frame of the Gulf War truce, I read:
"The American pilot who shot down the second Iraqi warplane in 48 hours said Friday that continued Iraqi flights suggested the US warnings were not filtering down to Iraqi pilots... He said he hopes that Saddam gets the message now. 'It's really too bad that these people have to die for their unwillingness to heed our warnings.... What I really think is, they don't communicate down to the people,' he said. 'If they have a communications problem, I suggest they fix it.."[3]
That may have been coincidence but 2 earlier new articles, dated March 1, 1991 apparently have a common origin with the ITV News bulletin. The first article [4] tells us that approximately 100 members of the US 101st Airborne Division, fluent in Arabic, talked the enemy into surrendering. These soldiers rode in the Apache helicopter gunships that were involved in the longest helicopter-borne assualt in history. They told Iraqi troops that they would be slaughtered if they didn't give up.
"They got the point" one soldier is quoted as saying.
This all sounds very unremarkable, except when you read the editor's note: 'The following dispatch was subject to US military censorship." Now why would they want to censor such a mundane tactic, except out of embarrasment that the US Army fighting forces had fallen to the level of a cheer leading squad? ... In which case they would have nixed the thing entirely.
But upon re-reading the article, we may pick out certain key phrases (emphasised in italics): "He (the soldier interviewed) was one of dozens of Arabic speakers that played a key role in the allied ground attack against Iraq, and part of an attempt by the US Army to use finesse, intelligence work and tactics to complement brute strength."
If we fill in the missing blanks with such descriptions as "the megaphone was used to direct psychoacoustic frequencies that engaged the neural networks of the enemy's brain, causing him to think any thought and feel any emotion that the Americans chose to lay on him", then it starts to make sense. And it would no longer seem so surprising that one soldier could talk 450 enemy soldiers into surrendering. The possibilities are there, and, as the next article [5] documents, that is exactly what happened. Iraqi troops gave up en masse.
We quote: "They were surrendering in droves, almost too fast for us keep up with...."; ".....two Iraqi majors, both brigade commanders, who gave up their entire units...."; and "....one of them up to an RPV (remotely piloted vehicle). Here's this guy with his hands up, turning in a circle to give himself up to a model airplane with a camera in it."
Irrational? Not if there was also a voice being beamed into his head from that little flying toy, saying, "Give up, give up!" Otherwise, how do we account for the editor's note at the beginning of the article: "The following is based on pool dispatches that were subject to military censorship." Without that note, we could simply think that the Iraqi soldiers were cowards or crazy, but why censor that idea?
MIND CONTROL WITH SILENT SOUNDS
The mind altering mechanism is based on a subliminal carrier technology: the Silent Sound Spread Spectrum (SSSS), sometimes called "S-quad" or "Squad". It was developed by Dr Oliver Lowery of Norcross GA, and is described in US Patent #5,159,703, "Silent Subliminal Presentation System", dated October 27, 1992. The abstract for the patent reads:
"A silent communications system in which nonaural carriers, in the very low or very high audio frequency range or in the adjacent ultra sonic frequency spectrum are amplitude or frequency modulated with the desired intelligence and propagated acoustically or vibrationally, for inducement into the brain, typically through the use of loudspeakers, earphones, or piezoelectric transducers. The modulated carriers may be transmitted directly in real time or may be conveniently recorded and stored on mechanical, magnetic, or optical media for delayed or repeated transmission to the listener."
According to literature by Silent Sounds, Inc., it is now possible, using supercomputers, to analyze human emotion EEG patterns and replicate them, then store these "emotional signature clusters" on another computer and, at will, "silently induce and change the emotional state in a human being".
Silent Sounds, Inc. states that it is interested only in positive emotions, but the military is not so limited. That this is a US Department of Defense project is obvious.
Edward Tilton, President of Silent Sounds, Inc., says this about S-Quad in a letter dated December 13, 1996:
"All schematics, however, have been classified by the US Government and we are not allowed to reveal the exact details..... ....... we make tapes and cd's for the German government, even the former Soviet Union countries! All with the permission of the US State Department, of course... The system was used throughout Operation Desert Storm (Iraq) quite successfully."
The graphic illustration, "Induced Alpha to Theta Biofeedback Cluster Movement", which accompanies the literature, is labeled #AB 116-394-95 UNCLASSIFIED" and is an output from "The worlds most versatile and most sensitive electroencephalogram (EEG) machine". It has a gain capability of 200,000, as compared to other EEG machines in use which have gain capability of approximately 50,000. It is software driven by the 'fastest of computers' using a noise nulling technology similar to that used by nuclear submarines for detecting small objects underwater at extreme ranges. [6]
The purpose of all this high technology is to plot and display a moving cluster of periodic brainwave signals. The illustration shows an EEG display from a single individual, taken of left and right hemispheres simutaneously. Ile readout from the two sides of the brain appear to be quite different, but in fact are the same (discounting normal left right brain variations).
CLONING THE EMOTIONS
By using these computer enhanced EEG's, scientists can identify and isolate the brain's low-amplitude "emotional signature clusters", synthesise them and store them on another computer. In other words, by studying the subtle characteristic brainwave patterns that occur when a subject experiances a particular emotion, scientists have been able to identify the concomitant brainwave patterns and can now duplicate it. "These clusters are then placed on the Silent Sound [TM] carrier frequencies and will silently trigger the occurrence of the same basic emotion in another human being!"
SYSTEM DELIVERY AND APPLICATIONS
There is a lot more involved than a simple subliminal sound system. There are numerous patented technologies which can be piggybacked individually or collectively unto a carrier frequency to elicit all kinds of effects.
There appear to be two methods of delivery with the system. One is direct microwave induction into the brain of the subject, limited to short range operations. The other, as described above, utilizes ordinary radio and television carrier frequencies.
Far from necessarily being used as a weapon against a person, the system does have limitless positive applications. However, the fact that the sounds are subliminal makes them virtually undetectable and possibly dangerous to the general public.
In more conventional use, the Silent Sound Subliminal System might utilize voice commands, e.g., as an adjunct to security systems. Beneath the musical broadcast that you hear in stores and shopping malls may be a hidden message which extorts against shop lifting. And while voice commands alone are powerful, when the subliminal presentation system carries cloned emotional signatures, the result is overwhelming.
Free-market uses for this technology are the common self-help tapes: positive affirmation, relaxation and meditation tapes; as well as methods to increase learning capabilities. In a medical context, these systems can be used to great advantage to treat psychiatric and psychosomatic problems. As a system remediating the profoundly deaf, it is unequaled. (Promises, promises. This is the most common positive use touted for this technology over the past 30 years. But the deaf are still deaf, and the military now has a weapon to use on unsuspecting people with perfectly normal hearing.)
OFFICIAL DENIALS
In fact, the US Government has denied or refused to comment on mind altering weapons for years. Only last year, US News And World Report ran an article titled "Wonder Weapons" basically a review of the new so-called 'non-lethal' or 'less-than-lethal' weapons.' Not olne word about S-Quad, although the technology had been used six years earlier! Excerpts from the article read:
"Says Charles Bernard, a former Navy weapons-research director: 'I have yet to see one of these ray gun things that actually work-"; and
DARPA (Defense Advanced Research Projects Agency) has come to us every few years to see if there ways to incapacitate the central nervous system remotely,' Dr F Terry Hambrecht, head of the neural Prostheses program at NIH, told US News, 'but nothing has ever come of it,' he said. 'That is too science fiction and far fetched."
It may sound 'science fiction and far-fetched" but it is not. However that is just what the powers-that-be want you to believe, so as to leave them in their relentless pursuit of.....what?
The idea behind non-lethal weapons is to incapacitate the enemy without actually killing them, or, in the case of riot control or hostage situations, to disable the participants without permanent injury, preferably without their knowing it. The electromagnetic mind altering technologies would all fall into this class of weapons, but since they are all officially non-existent, who is to decide when and where they will be used?
And why should selected companies in the entertainment industry reportedly be allowed access to this technology when the very fact of it's existence is denied to the general public?
As recently as last month [February], this stonewall approach of total denial or silence on the subject still held fast, even toward committees of the US Congress!
The Joint Economics Committee, chaired by Jim Saxton (R-NJ), convened on February 25, 1998 for the "Hearing on Radio Frequency Weapons and Proliferation: Potential Impact on the Economy". Invited testimony included statements by several authorities from the military:
Dr Alan Kehs of the US Army Laboratories, discussed the overall RF threat.
Mr James O'Bryon, Deputy Director of Operational Testing and director live fire testing for the Office of Secretary of Defense at the Pentagon, discussed the role of Live Fire Testing and how it plays a role in testing military equipment with RF weapons.
Mr David Schriner, Principal Engineer of Directed Energy Studies with Electronic Warfare Associates and recently retired as an engineer with naval weapons testing facility, talked about the difficulty in building an RF weapon and about the terrorist threat.
Dr Ira Merritt, Chief of Concepts Identification and Applications Analysis Division, Advanced Technology Directorate, Missile Defense and Space Technology Center, Huntsville Alabama, discussed the proliferation of RF weapons primarily from the former Soviet Union.
Although these statements gave information of technical interest, they are perhaps more important for the information they did not give: information on the existence of radio frequency weapons that directly affect the human brain and nervous system.
KGB PSYCHOTRONICS
This technology did not spring up overnight. It has a long history of development and denials of development -by the US government and probably half of the other governments of the world as well.
We know that the former Soviet Union was actively engaged in this type of research. In a previous article we reported that during the 1970's the Soviet KGB developed a Psychotronic Influence System (PIS) that was used to turn soldiers into programmable 'human weapons'. The system employed a combination of high frequency radio waves and hypnosis. The PIS project was begun in response to a similar training scheme launched in the US by President Carter, according to Yuri Malin, former security adviser to USSR President Gorbachev. [8]
In my Electromagnetic Weapons Timeline [9] I covered a period of 60 years of interest and development in EM weapons-information gathered from the many articles and news clippings sent in by readers of Resonance. In my article on synthetic telepathy [10] I traced the development of the 'voice in your head' technology dating back to 1961, all my references coming from the open scientific literature.
POWER OF THE MILITARY-INDUSTRIAL COMPLEX
Jan Wieseman has written an apt description of the situation which now exists in the United States, about the 'forces that be' and how the situation came about:
"During the Cold War the United States not only engaged in a relatively open nuclear arms race with the Soviet Union, but also engaged in a secret race developing unconventional weapons. As the intelligence agencies (which prior to the Second World War had merely played a supporting role within the government) continued to increase their power, so did the funds spent on developing techniques designed to outsmart each other."
"And as the US intelligence community began to grow, a secret culture sprang about which enabled the intelligence players to implement the various developed techniques to cleverly circumvent the democratic processes and institutions...."
"Like many other democracies, the US Government is made up of two basic parts the elected constituency, i.e., the various governors, judges, congressman and the president; and the unelected bureaucracies, as represented by the numerous federal agencies."
"In a well balanced and correctly functioning democracy, the elected part of the government is in charge of it's unelected bureaucratic part, giving the people a real voice in the agenda set by thier government."
"While a significant part of the US Government no doubt follows this democratic principle, a considerable portion of the US Government opertaes in complete secrecy and follows it's own unaccountable agenda which, unacknowledged, very often is quite different from the public agenda." [11]
Jan goes on to quote one of the United States most popular war heroes: Dwight D Eisenhower, who served as Supreme Commander of Allied Forces during World War II and was later elected 34th President of the United States. In his farewell address to the nation in 1961 Eisenhower warned: (of the Military Industrial Complex)

INTERNATIONAL CONCERNS OVER NEW WEAPONS
The United Nations was established in 1945 with the aim of "saving succeeding generations from the scourge of war". In 1975 the General Assembly considered a draft first proposed by the Soviet Union: "Prohibition of the Development and Manufacture of New Types of Weapons of Mass Destruction and New Systems of Such Weapons".
In 1979 the Soviet Union added a list of some types of potential weapons of mass destruction:
1) Radiological weapons (using radioactive materials) which could produce harmful effects similar to those of a nuclear explosion;
2) Particle beam weapons, based on charged or neutral particles, to affect biological targets;
3) Infrasonic accoustic radiation weapons;
4) Electromagnetic weapons operating at certain radio-frequency radiations which could have injurious effects on human organs. [12]
In response, the US and other Western nations stalled. They gave a long convoluted reason, but the result was the same.
In an article entitled "Non-Lethal Weapons May Violate Treaties", [13] the author notes that the Certain Conventional Weapons Convention [14] covers many of the non-conventional weapons- "those that utilize infrasound or electromagnetic energy (including lasers, microwave or radio frequency radiation, or visible light pulsed at brainwave frequency) for their efforts".
Harland Girard, Managing Director of the International Committee Against Offensive Microwave Weapons, told me he believes the strategy behind the government's recent push for less-than-lethal weapons is a subterfuge. The ones that are now getting all the publicity are put up for scrutiny to get the public's approval. The electromagnetic mind-altering technologies are not mentioned, but would be brought in later under the umbrella of less-than-lethal weapons.
These weapons were recently transferred from the Department of Defense over to the Department of Justice. Why? Because there are several international treaties that specifically limit or exclude weapons of this nature from being used in international warfare.
In other words, weapons that are barred from use against our countries worst enemies (notwithstanding the fact that the US did use this weapon against Iraqi troops) can now be used against our own citizens by the local police departments, against such groups as peaceful protester's of US nuclear policies.
TOWARDS GLOBAL MIND CONTROL
The secrecy involved in the development of the electromagnetic mind-altering technology reflects the tremendous power that is inherent in it. To put it bluntly, whoever controls this technology can control the minds of men-all men.
There is evidence that the US Government has plans to extend the range of this technology to envelop all peoples, all countries. This can be accomplished, is being accomplished by utilizing the nearly complete HAARP project [15,16] for the overseas areas and the GWEN network now in place in the US. The US Government denies all this.
Dr Michael Persinger is a Professor of Psychology and Neuroscience at Laurentian University, Ontario, Canada. You have met him before in the pages of Resonance where we reported on his findings that strong electromagnetic fields can affect a persons brain.
"Temporal lobe stimulation," he said, "Can evoke the feeling of a presence, disorientation, and perceptual irregularities. It can activate images stored in the subject's memory, including nightmares and monsters that are normally suppressed". [17]
Dr Persinger wrote an articlea few years ago, tilted "On the Possibility of Directly Accessing Every Human Brain by Electromagnetic Induction of Fundamental Algorithms". [18] The abstract reads:
"Contemporary neuroscience suggests the existence of fundamental algorithms by which all sensory transduction is translated into an intrinsic, brain specific code. Direct stimulation of these codes within the human temporal or limbic cortices by applied electromagnetic patterns may require energy levels which are within the range of both geomagnetic activity and contemporary communications networks. A process which is coupled to the narrow band of brain temperature could allow all normal human brains to be, affected by a subharmonic whose frequency range at about 10HZ would only vary by 0.1HZ."
He concludes the article with this:
"Within the last two decades a potential has emerged which was improbable, but which is now marginally feasible. This potential is the technical capability to influence directly the major portion of the approximately six billion brains of the human species, without mediation through classical sensory modalities, by generating neural information within a physical medium within which all members of the species are immersed."
"The historical emergence of such possibilities, which have ranged from gunpowder to atomic fission, have resulted in major changes in the social evolution that occurred inordinately quickly after the implementation. Reduction of the risk of the inappropriate application of these technologies requires the continued and open discussion of their realistic feasibility and implications within the scientific and public domain."
It doesn't get any plainer than that. And we do not have open discussion because the US Government has totally denied the existence of this technology.

Military Use Of Ultrasonic Brainwave Clusters

HIGH TECH PSYCHOLOGICAL WARFARE IN THE MIDDLE EAST DHAHRAN, SAUDI ARABIA
(March 23)--Sources in Dhahran today revealed what might have been the true reason for the seemingly illogical and apparently suicidal attack by Iraqi troops on the deserted city of Al-Khafji, located 12 miles south of the Kuwaiti border. The report indicates that the top priority objective of the Iraqi strike across the border was a successful attempt to destroy a small, portable FM radio station that had been installed on the roof of the tallest building in the town of Al-Khafji by the US Defense Departments PsyOps Branch.
With the destruction of Saddam Hussein's military command and control system, communications with Iraqi troops in Kuwait are now largely carried out in a very primitive manner by utilizing Iraq's commercial FM radio stations located in the small Iraqi towns adjacent to Kuwait's western border. Military orders are encoded then transmitted by Baghdad's military FM radio station YIHS. These signals are recieved then re-broadcast, in turn, by designated FM stations located between Baghdad and the Kuwaiti border until the programming arrives at the designated 'control' station of the day which then broadcasts directly to the troops in Kuwait on exactly 100.00 MHZ (megahertz), which is continually monitored by all.
In order to nullify this Iraqi military line of communication (LOC), the US PsyOps organization attached to the US Central Command in Dhahran installed a portable FM broadcast transmitter, a gasoline-electric generator and a continuous tape recording system on top of the tallest building in the deserted city of Al-Khafji. The station transmitted on the 100.00 MHZ and it's power output was adjusted to cover up the transmission of the Iraqi station operating on exactly the same frequency.
The clandestine station programming consisted of patriotic and religious music and intentionally vague, confusing and contradictory military orders and information to the Iraqi soldiers in the Kuwaiti Theater Of Command (KTC). The size and power of enemy forces was always intentionally exaggerated. Surrender was encouraged.
ACCORDING TO STATENENTS MADE BY CAPTURED AND DESERTING IRAQI SOLDIERS, HOWEVER, THE MOST DEVASTATING AND DEMORALIZING PROGRAMMING WAS THE FIRST KNOWN MILITARY USE OF THE NEW HIGH TECH TYPE OF SUBLIMINAL MESSAGES REFFERED TO AS ULTRA-HIGH-FREQUENCY 'SILENT SOUNDS' OR 'SILENT SUBLIMINALS'. (see Newsweek, July 30, 1990, page 61.)
ALTHOUGH COMPLETELY SILENT TO THE HUMAN EAR, THE NEGATIVE VOICE MESSAGES PLACED ON THE TAPES ALONGSIDE THE AUDIBLE PROGRAMMING BY PSYOPS PSYCHOLOGISTS WERE CLEARLY PERCIEVED BY THE SUB CONSCIOUS MINDS OF THE IRAQI SOLDIERS AND THE SILENT MESSAGES COMPLETELY DEMORALIZED THEM AND INSTILLED A PERPETUAL FEELING OF FEAR AND HOPELESSNESS IN THIER MINDS. IT WAS NECESSARY FOR THE IRAQI TANK COMMANDERS OR ANOTHER CREW MEMBER TO LISTEN TO THE FM STATION 24 HRS EACH DAY FOR QUICKLY CHANGING DEPLOYMENT ORDERS. THEY WERE BEING EXPOSED TO THE 'SILENT SOUNDS' DURING THE SAME LISTENING PERIODS.
The same Dhahran source indicates that the Al-Khafji station has now been repaired and is now back in full operation.
Riyadh, Saudi Arabia
(March 26)--Around Riyadh, the uninitiated called it the 'Black Hole'. A large but dingy basement storage room at the headquarters of the Royal Saudi Air Force has been turned over to the American Air Force, and it was so secret that even officers with top security clearance couldn't get inside. Within the space allotted him, Brig Gen Buster C Glosson built a maze of small offices in order to plot the air war against Iraq.
In one set of cubicles, officers pondered how to eliminate Saddam Hussein's nuclear weapons, his chemical and biological plants, and his missile production factories. I have been watching the movie “War And Peace”. It’s set in Russia during the Napoleonic wars. The Napoleonic wars took place after the French Revolution and the invention of the fractional reserve banking system. The banking system is an endless blank check for the people at the top to cling to power and at the same time get the people at the bottom to pay for it. The French Revolution is an example of a properly functioning society. The people at the top were out of control. One day, July 14 1789, the people at the bottom had had enough and it was on. It’s a classic example of the class struggle working properly. For the people at the top the trick to the game is to get the people at the bottom to believe it’s anything but the class struggle. Religion, ethnicity, race ideology, theology etc.
When I was young we were taught that one of the reasons the Americans won the Revolution was because of tactics. Americans hid behind barricades used camoflage and attacked at night. Europeans had always formed a line with the infantry and marched straight into guns. In some ways I think we still do this. If you want to control the dissent, lead the dissent. Anyone who starts an organization, gives it an official name, and states it purpose is making a target of themselves. Examples are Students for a Democratic Society (SDS), Occupy Wall Street, Black Panthers, Anonymous and Antifa. I think you have to fight pixie dust with pixie dust, Merlin tactics with Merlin tactics. If necessary hide behind a total lie like the Jesuits do with religion. (think Frederich Nieschtze ‘Will To Power’ or Timur) Yesterday I watched “The Man Who Would Be King” starring Sean Connery and Michael Caine. It’s based on a story by Rudyard Kipling. Connery and Caine are ex British soldiers when England was conquering India in the 19th century. They are both Freemasons. They decide to go to a country north of Afghanistan and try to make a king by training soldiers for him. They want to loot the treasury of the king they create and return to England. Instead Connery becomes king and starts to believe it’s divine intervention that made him the king. When the people figure out he’s only human they kill him and try to kill Caine. They fail and he returns to tell the story. Before Connery becomes king the priests run everything. Afterwards the goats stop having babies, the milk goes bad and other things. This is what priests do to hold power. (Irish potato famine??) If it’s happened once it’s happened a thousand times. Hitler, Napolean.

Tuesday April 3 2018 – 7 PM – Stayed home all day. Did laundry, watched movies and got a computer ready to give to Salvation Army. Room mate not home all day. Called Vinfen worker again to give new telephone number. No mailbox key or rent agreement. Someone has encrypted my new phone and I don’t have the password.
Wednesday April 4 2018 – 10 PM – Room mate came home just as I was leaving this morning. About 8:30 AM. Wasn’t home when I got back about 6 PM. Not home now. Was going to stay home today but sick of sitting in the house. Went to Turner library at 9 AM. Surfed net a little. Took 238 bus to Quincy Center about 10:30 AM. Was going to try to get mail at Patten Ave just to be annoying. They create these problems knowing it aggravates and angers you to try to get you to ‘go off’. As long as it bothers you they keep it up. The more it bothers you the worse they make it. There was no mail at Patten Ave of course. Went to Quincy Wal-Mart to get micro-SD for new phone. Tried to put in a 32GB I already had but I couldn’t transfer anything when I hooked it up to my PC. Figured maybe it was too large. My new phone is only 16 GB internal so I got 1 that big. I put it in but haven’t tried the PC yet. If that doesn’t fix it, it might be the fact it’s encrypted. I didn’t do that and I don’t have anyway to undue it. The phone won’t let me. ???? Android is a security sieve. Windows is bad, Android is awful. Internet security is an oxy moron. At least the phone works. For now. Went back to Quincy Center after Patten Ave. Took 238 all the way to Randolph. Was going to stop at Plaza but didn’t. Went back to Turner Library because it was pouring buckets. Surfed the net a little took out some movies. Went to Shaws and had to walk home. Was really exhausted when I got back. Shout out to anyone who gives a crap. I think the water in Randolph is really bad. When I was in Weymouth I bought a portable water distiller. Didn’t make to Randolph after I got out of Shattuck. $300. ASSHOLES. I think I bought it from nutrateam.com. Or nutriteam.com. Somewhere in Vermont. ???? Took 5 hours to make 1 gallon. Doesn’t do me a whole lot of good since I live with people. The minute I leave it unattended it goes bad. HA HA HA!!! Another idea is to leave a gallon or two exposed to the open air for a couple days. Put it in a couple plastic jugs with the top off. Most chemicals will separate. I thinK?? It’s in everything I put through the washing machine. So tomorrow I’ll run everything through just the dryer to see if it helps. Got home about 6 PM. My room smells funny. Like it did when I was at Patten Ave. It didn’t smell this way at first. I still think someone is entering my room when I’m not there. Or it’s the water. The bed sucks. My chair sucks. Can’t get a good nights sleep. Can’t relax. PIG VOMIT. Live Free Or Die (or get even) No mail. No mail box key. No rent agreement. No give a fuck. Catatonia here I come. At least it’s painless.
Thursday April 5 2018 – 9 PM – Stayed home all day. Watched movies. Tried to fix bed and chair but didn’t get any where. Somebody came to fix gate on fence but they didn’t have a key to mail box. Room mate not home all day.

Monday April 2 2018 – ND – Room mate not home all day. Went to library early to try to fix phone problem. Got new phone working. Took out some movies. Left about 12 PM. Went straight home. Watched movies. Vinfen worker came by but did not speak to me. I think it was just more harassment. Getting kinda angry at no mail box key. Haven’t had any mail since February. Ordered a couple things I can’t get them. I think they’re playing on that. They play on your fears and anger. Winston was tortured with rats, his worst fear. No rent agreement.

I have been reading “Frankenstein, Or The Modern Prometheus” by Mary Shelley. Prometheus was a Titan who was chained by Zeus for giving humans fire. Titans were a race of giants who inhabited earth with humans. Zeus was the king of Greek gods. In this case I think the ‘fire’ is science. Frankenstein is tormented by his creation so this is Zeus’s chains. I am reminded of Bertrand Russells paper “The Impact Of Science On Society”. I don’t think science is the problem. I think the problems with society can be traced to a two tiered system of justice. Religious people, and their supporters, can do pretty much anything. They’re above the law. Since one plus one equals two, widespread corruption and injustice are caused by people who enforce religion with no mercy and no exception. Eventually there is no justice. The society breaks down and the people who support the religious make money on the result.
I have also been researching Ethiopia and the Kebra Nagast. I am looking for tactics or strategy’s for maintaining the social order. Ethiopia claims that their kings are descended from Solomon. How did they maintain the line of kings for so long? It reminds me of another ancient text “The Art Of War” by Sun Tzu. The only thing I remember from this is “You Cannot Win A War Against Guerrilla Tactics”. “The Art Of War” was supposedly first discovered by a Jesuit priest. No Jesuit priest needs to learn anything about guerrilla tactics or conspiracy. One idea I had was the banking system. Many people hate the system and think it’s part of the problem but why not use it as a way to fight back. Charter a small bank in a small town. Have everybody put their money in the bank. Presto chango you have 100 times that to fight back with. Buy all the land surrounding the town. Refuse to pay the taxes so the town will seize the land. Bankrupt the bank. Do it again. Govern the town by town meeting and make it impossible to get anything done.
I am always thinking about energy. I wonder if it’s possible to use the natural magnetism of an ordinary bar magnet in some way other than mechanical motion. If you wrapped a coil around a magnet and oscillated the coil at the resonant frequency of the magnet I wonder if the magnetism would transfer to a secondary coil. Below is a schematic. The secondary coil is wrapped around a piece of glass and put next to the magnet. The whole assembly is contained in an iron box to hold in the magnetism.
